like the last book this one focuses on previous tribute into the hunger games katniss everdeen. its the 75 hunger games, a quarter quell , witch always has a special twist. katniss everdeen was supposed to be a mentor for 12 tributes this year, but the twist president snow puts on her for the victory tour burdens her, then she's crushed when the twist for the quarter quell is revealed.
